Bluebonnet Equine Humane Society involvement began in the summer of 2009 when the case was first reported to the organisation.
"At that time, one of our volunteers went to the property with a sheriff's deputy and advised the owners on proper care of the horses," Bluebonnet's president and executive, Dr Jennifer Williams, said.
The horse owners failed to make the necessary improvements and the sheriff's department made several visits to the property.
On February 11 this year, sheriff's deputies served a warrant to remove all horses on the property.
Volunteers from Bluebonnet came from as far away as Houston, Austin and Waco to help remove the horses.
When the volunteers began catching and loading horses into trailers, they discovered emaciated and neglected horses.
Williams, who was present at the seizure, said: "One mare and her nursing foal were in critical condition.
"We immediately took them to one of our satellite facilities in Lorena, near Waco, to begin nursing them back to health."
Other horses were moved to an undisclosed location to begin rehabilitation.
A court hearing to determine whether the horses were neglected and decide their fate was scheduled for last Tuesday. At that time, the horse owner signed all 12 animals over to Bluebonnet.
"We're happy at the outcome of this case. These horses are safe and are getting the care they need to recover from chronic neglect," Williams says.
"Unfortunately, these 12 horses are just the tip of the iceberg," William adds.
"Several other counties need our assistance seizing horses, but we cannot help them remove horses from negligent homes without help from the public.
"We desperately need more foster homes willing to take in and help rehabilitate starving horses. Until we locate more foster homes, many horses will continue starving."
Rehabilitation of the animals will take several months and cost the charity thousands of dollars, it says.
